The tax depends on how much you have in the way of savings and assets. You do not have to pay tax on part of your savings. If your savings are greater than that amount, you have to pay tax. Belastingdienst automatically calculates this tax when you file your tax return so that you know whether you need to pay tax on savings in the Netherlands.
If you have a savings account with a Dutch bank, the bank automatically reports your balance to Belastingdienst. You do not need to report this yourself, but you do need to check it when you file your tax return.
Savings are part of your assets, just like dividends and a second home. In the Netherlands, you pay tax on those assets. You add up these amounts in box 3 when you file your tax return. Belastingdienst then calculates how much tax you have to pay.
